Country Manager in Vietnam with HSCV

Position: Country Manager
Background:
Humanitarian Services for Children of Vietnam (HSCV) is a grassroots NGO
based in Ha Noi, Vietnam. It is dedicated to serving orphans, homeless
children and other children in need in Vietnam by providing assistance
in the areas of food, shelter, clothing, health and education. Services
are provided directly to the children by HSCV or through local
Vietnamese child-based organizations addressing these needs.
Position Mission:
We are seeking an "entry to mid-level candidate" to lead team by
developing programs, allocating funds and overseeing Program operations.
Immediate Supervisor: Charles F. De Vet – President
Secondary Supervisors: HSCV Board of Directors
Location: Based in Hanoi
Duration of assignment: 1 year with the possibility of extension
(based on performance and funding capacity)
Scope of work and main responsibilities:
Office Management and Human Resource:
o Manage the office to promote a positive working environment
which functions effectively and efficiently within allocated
funding.
o Manage and recruit paid staff and volunteers
o Participate in training and performance evaluation of all
HSCV Team members.
o Work collaboratively with the President to develop and
implement HR policies and oversee their application.
Staff Management:
o Assist Programs Supervisor with overseeing staff duties to
ensure that project targets are consistently met with a
focus on organizational capacity building.
Program Management:
o Liaise and maintain positive working relationships with
local authorities, national and local hospitals, local
schools, service providers, families and children and
relevant agencies
o Assist in the creating program and project MOUs.
o Monitor all staff program activities and reports.
o Monitor project resources and expenditures so that programs
meet budgetary guidelines.
o Provide reports to the President and Board of Directors
regarding program operations, budget and staff performance,
as requested.
o Travel to project locations as required.
Program Development:
o Make recommendations for program development based on
information gathered from research and results from existing
programs.
o Create monitoring and evaluating systems for programs.
o Modify programs as needed
o Work in conjunction with the President to design, initiate
and develop new programs.
Fund Generating:
o Seek appropriate grants
o Work in conjunction with President to write grants
o Locate and work with volunteers to design and implement
annual fund raising event
Networking:
o Liaise with large donors and potential donors
o Attend networking events, such as Amcham events
o Have an active presence on online networking sites
Requirements:
o University degree with minimum 5 years of paid or volunteer
experience at a NGO
OR
o Masters in International Development or similar degree and 2
years paid or volunteer experience at a NGO
o Experience with program management and development a must.
o Experienced traveler and/or experienced living in a foreign
country a must
o Able to adapt to new cultures, experience in Asia a plus
o Be able to master popular computer software applications.
Website management capacity is an asset.
o Good interpersonal skill: ability to work with government
officials, media, and coworkers
o Effective problem solving skill and willing to take new
challenges in work, to learn and share experiences with
colleagues, partners and supervisor
o Be able to work under pressure and meet deadline
o Dynamic and highly motivated, able to manage complex sets of
tasks, and function independently.

Civil society and policy advocacy researcher / trainer
The Consultancy on Development (CODE) is an independent Vietnamese not for profit development research and consultant organisation. CODE is a professional organisation in Vietnam works in policy analysis, policy lobby and advocacy in the context of international integration of Vietnam.

- Postgraduate on Development, Social Science, Law, International relation;
- At least 5 years experience on the development and related fields;
- Capability to conduct social science research and coordinating research team;
- Good communication, strong inter-personal relations, and training skills;
- Fluent English and good computer skills.
- Ability of working independent, modesty, polite and dedicated.

FAMILY HEALTH INTERNATIONAL (FHI) is an international non-governmental organization that works with the Vietnam Ministry of Health, other national ministries, provincial health services, and local non-governmental organizations to promote the health and well-being of the Vietnamese population, particularly among vulnerable and disenfranchised groups. We are currently seeking qualified, highly motivated Vietnamese national for the position of Executive Assistant in Hanoi. This new position will be responsible for providing administrative and management support to the Country Director.
Successful candidates will have the following abilities and qualifications:
• Education: BS/BA in Business Administration, Social Science or a related field
• Excellent written and oral communication skills in both Vietnamese and English
• Computer Literate: competence in using relevant software, including Microsoft Office Suite, internet, etc.
• Work Experience: At least 2 years experience or equivalent experience working as an Executive Assistant or in a similar position in an international environment.
• Familiarity with public health programs.
• Ability and enthusiasm to learn about new areas and willingness to contribute to a dynamic team
